Artificial intelligence (AI) in public administration: Evidence-based research on the design and implementation of AI-supported systems in labor and social administration.

Public administration in Germany is increasingly using algorithmic decision-making systems based on artificial intelligence (AI). However, the great potentials of AI associated with public administration are also accompanied by potential risks, especially in the area of labor and social administration. This is because the use of algorithmic decision-making systems also raises anew the question of establishing or maintaining normative claims to procedural justice. If in the future AI-based algorithms are able to decide on the distribution of goods and services, this will also pose a challenge to the welfare state's principle of equal distribution ('equality') as well as the distribution of resources based on performance and need ('equity' and 'need'). For this reason, we will empirically describe the areas in which algorithmic decision-making systems are already in use and the conditions under which AI applications would be advocated from the perspective of the administration and the citizens.
