Am 1. Februar 2012 startete an der Universität Oldenburg erneut ein großes europäisches Forschungsprojekt, das sich dem Thema der Armutsbekämpfung in Europa widmen wird. In dem Projekt COPE ("Combating Poverty in Europe"), das im 7. Forschungsrahmenprogramm der EU gefördert wird, arbeiten Forscher aus Deutschland, dem Vereinigten Königreich, Italien, Schweden, Polen und Norwegen für drei Jahre zusammen, um Armut und nationale Mindestsicherungssysteme in Europa zu untersuchen. Im Mittelpunkt steht die Frage, wie beispielsweise die Regelungen zur Sozialhilfe und zum Arbeitslosengeld II so ausgestaltet werden können, dass sie Armutsrisiken und soziale Ausgrenzung für Migranten, Langzeitarbeitslose, behinderte Menschen oder Alleinerziehende verringern. Im COPE-Projekt wird dafür ein umfassender Begriff von Armut zugrundegelegt, der nicht nur unzureichende finanzielle Ressourcen in den Blick nimmt, sondern auch ungleiche Ausstattungen mit materiellen Gütern und ungleiche Teilhabechancen in den Bereichen Wohnen, Bildung, Erwerbsarbeit und Gesundheitsversorgung. Dann soll empirisch untersucht werden, wie sich die aktuelle Situation in Europa darstellt und welches Erklärungspotenzial eine europäische Perspektive liefern kann. Anschließend werden die nationalen Armutspolitiken und Systeme zur Mindestsicherung vergleichend untersucht. Dabei liegt ein Fokus auch auf Maßnahmen zur aktiven Einbeziehung der von Armut und sozialer Ausgrenzung Betroffenen. Hierbei soll auch die Rolle öffentlicher Einrichtungen, verschiedener Trägerorganisationen, zivilgesellschaftlicher Organisationen und last but not least die Beteiligung der Leistungsempfänger selber betrachtet werden. Abschließend wird das Projekt erforschen, welche Erfahrungen verschiedene Risikogruppen wie zum Beispiel Langzeitarbeitslose, Menschen mit niedrigem Einkommen und Alleinerziehende mit diesen Maßnahmen machen und welchen Einfluss dies auf ihren Lebenslauf hat.
