Information on Data Protection - CampusCard as Staff ID Card, Print Card, Access Pass

The following information informs those persons using the CampusCard as a staff ID card, as a print card and/or as an access pass about the purposes, the processing framework, the legal basis and the rights regarding the processing of personal data related to the use of the CampusCard and thus represents, among other things, the information required under Article 13 of the European General Data Protection Regulation (GDPR) for those affected by the data processing.

Legal Basis

Data processing in connection with the CampusCard is governed by Art. 6 Para. 1 lit. e) of the European General Data Protection Regulation (GDPR) in conjunction with Section 88 Para. 1 of the Lower Saxony Civil Service Act (LBG Nds.) in conjunction with Section 12 of the Lower Saxony Data Protection Act (NDSG).

Purposes

Staff ID Card (Dienstausweis)

The purposes for which the users' personal data are processed are set out in § 2 of the Regulations of the Presidential Board on the Introduction and Use of the CampusCard as a Staff ID Card:

  • Staff ID card/visibility check
  • Time tracking
  • Access authorisation
  • Printing, copying and scanning
  • Locking device (cloakroom lockers)
  • Library card
  • Electronic wallet / payment feature of the Studentenwerk Oldenburg

Print card (Printkarte)

Purposes are the use of the function printing, copying and scanning as well as the billing of these jobs via a university cost and finance centre.

Access pass (Zutrittsausweis)

The purpose is to check the electronic access authorisation in order to use the electronic access function.

Processing Framework

Staff ID Card (Dienstausweis)

The CampusCard as staff ID card contains both visual data printed on the card and electronic data stored on the card's chip. Data is collected directly from the employees in the course of their employment or  generated by the corresponding systems of the university.

(1) Printed on the service card are:

  • the designation "Dienstausweis" and the abbreviation "D",
  • the holder's first and last name; academic degrees (Prof. or Dr. exclusively),
  • the CampusCard ID (8 digits),
  • a barcode and number that can be used as a library card number, provided that the user registers for this,
  • the card's serial number (17 digits).

(2) The following data is stored physically or logically for identification purposes on the staff ID card’s chip:

  • the CampusCard ID (8 digits),
  • the library card number (if registered as a user),
  • the number of the SWO's electronic wallet (wallet number) and, if the wallet is used, the current credit amount,
  • the card's serial number (17 digits),
  • the ID type as a person ID number (in this case: 02, for employees),
  • the locker authorisation (electronic key),
  • separate number for time tracking,
  • separate number for access authorisation,
  • separate number for the copy/print/scan function.

(3) In addition, the following personal information is processed by the backoffice systems of the IT services (access control, time tracking, multifunction printers, self-service in Stud.IP) as well as the BIS (printing and copying):

  • first and last name,
  • university account,
  • organisational unit.

(4) The personal data required for the use of the staff ID card is processed on secure systems of the university’s IT services. The CampusCard staff ID card is configured in such a way that only the data required for the specific purpose is accessed.

The administrators in Division 1, Personnel/Organisation and the IT Services as well as the employees of the Service Desk of the IT Services of the University of Oldenburg are able to access the personal data to the extent necessary for completing the task at hand.

(5) Where employees use the electronic wallet feature, the SWO only processes the wallet number (pseudonym) under a data processing agreement. The SWO can only use this number to identify employees when this is required for a transaction requested by an employee (e.g. refund of credit). No other personal data mentioned in Section 3 (2) and (3) will be transferred to third parties, unless the University of Oldenburg is legally obliged to do so (e.g. a justified request by law enforcement authorities).

(6) The staff ID card will be destroyed immediately after it has been returned (see Section 4(1)) in accordance with data protection regulations.

(7) The personal information required for the use of the staff ID card will be deleted from the systems used for this purpose one year after the end of the employment relationship, unless a statutory provision stipulates otherwise or the further processing of the data is necessary for the assertion of, or defense against, legal claims.

(8) Employees are responsible for ensuring that they handle and use their staff ID card in a manner that complies with data protection requirements.

(9) In all other respects, the European General Data Protection Regulation (GDPR) applies in conjunction with the Lower Saxony Data Protection Act. The rights of data subjects apply (Articles 12-23 GDPR).

Print card (Printkarte)

The print card contains both visual data printed on the card and electronic data stored in the card's chip. This data is collected in the context of the "Antrag auf Erstellung einer Printkarte" or generated by the corresponding systems of the university.

  • The designation "Printkarte" as well as the abbreviation "P"; the first and last name; academic degrees Prof. and Dr. (exclusively); the CampusCard ID (8-digit) as well as the card serial number (17-digit) are printed onto the card.
  • In the data memory of the print card's chip, the CampusCard ID (8-digit), the card serial number (17-digit) and a separate number for the copy / print / scan function are stored physically separately for identification purposes.
  • In addition, the following personal data are processed in the background systems of the IT services (multifunction devices, self-service in Stud.IP): First and last name, university account, Stud.IP username.
  • The personal data required for the use of the print card are processed on secure systems of the IT services of the University of Oldenburg. The administrators in Division 1- Personnel/Organisation and the IT Services as well as the employees of the service desk of the IT Services of the University of Oldenburg have access to the personal data exclusively to the extent required for the respective task fulfilment.
  • The users themselves must ensure that the print card is handled and used in accordance with data protection regulations.

Access Pass (Zutrittsausweis)

The access pass contains both visual data printed on the card and electronic data stored in the card chip. This data is collected in the context of card production based on the information provided by the user and the "Antrag auf Zutritt", or is generated by the corresponding systems of the university.

  • The designation "Zutrittsausweis" and the abbreviation "Z" are printed on the access card, as well as the first and last name or the company name and the access ID (8 digits).
  • A separate number (8 digits) for the electronic access function is stored in the data memory of the card chip of the access badge for identification purposes.
  • The personal data required for the use of the access card is processed on secure systems of the IT services of the University of Oldenburg. The administrators in Department 4 - Facility Management and the IT Services as well as the employees of the service desk of the IT Services of Oldenburg University have access to the personal data exclusively to the extent required for the respective task fulfilment.
  • The users themselves must ensure that the access pass is handled and used in accordance with data protection regulations.

Rights

As a data subject/a person affected by the processing of personal data, users of the CampusCard have the following rights in accordance to the GDPR:

  • Right to access (Art. 15 GDPR)
  • Right to rectification (Art. 16 GDPR)
  • Right to erasure (Art. 17 GDPR)
  • Right to restriction of processing (Art. 18 GDPR)
  • Right to object to processing (Art. 21 GDPR)
  • Right to data portability (Art. 20 GDPR)
  • You have the right to withdraw your consent in whole or in part at any time. The withdrawal of consent does not affect the lawfulness of processing based on the consent before its withdrawal. (Art. 7 (3) GDPR).
