Binura attended COP28 in Dubai, representing Sri Lanka as a member of the delegation, courtesy of an invitation from the Sri Lankan government. As a technical expert in the domain, his support was extended to the Ministry of Environment and the Climate Change Secretariat of Sri Lanka primarily focusing on renewable energy, green hydrogen and the derivatives.

He facilitated international collaborations and exchanges between foreign experts attached to IGOs such as IPCC (Intergovernmental Panel for Climate Change) and various governments. His commitment extended to supporting bilateral engagements, particularly in the realm of carbon markets, with a special emphasis on Article 6.

During COP28, the head of the delegation, HE President Wickramasinghe announced the establishment of the world's first university dedicated to climate change and the Tropical Belt Initiatives, underscoring Sri Lanka's commitment to addressing climate challenges. Sri Lanka also held a country pavilion for the first time in the Blue Zone.

Binura aims to involve in Sri Lanka's proactive stance in contributing to global efforts aimed at mitigating climate change.
