In order to drive forward the university’s digitalisation more swiftly and with greater clarity, the University and the Staff Council have concluded a framework service agreement (IT Framework Service Agreement). This sets out the conditions for the introduction and operation of IT processes involving the processing of staff data.
In the past, the co-determination of IT procedures was sometimes delayed due to unclear responsibilities, processes and information requirements. The new agreement addresses precisely this issue:
- Clear rules and rights: The IT Framework Agreement defines fixed processes and sets out the fundamental rights of staff in a universally applicable manner. For example, it ensures that access to staff data is strictly regulated.
- A tiered procedure: Co-determination is now based on the volume of data. For small volumes (e.g. login details only), the procedure has been significantly streamlined. For more complex data sets, there are now procedurally transparent pathways to enable temporary live operation whilst the final service agreement is being finalised.
- Simplified handling: Standardised templates and documents now ensure that all parties involved know what needs to be done.
We would like to extend our sincere thanks to all our colleagues who have contributed their specialist expertise to the development of this service agreement!
