After a brief introduction to the social and economic significance of telecommunications, the authors outline the constitutional basis under Article 87f of the Basic Law (Grundgesetz - GG), which essentially regulates the privatisation and infrastructure protection mandate of the Federal Government. The structure and objectives of the Telecommunications Act are explained in detail. Further chapters deal with the tasks and organisation of the regulatory authority, the granting of licences, the purpose of the universal service regulations and the regulation of charges. Issues of customer protection, frequency regulation, rights of way, telecommunications secrecy and data protection are also examined in more detail.
