This year’s conference organised by the Center for Sustainable Spatial Development Oldenburg (ZENARiO) is dedicated to examining the forms and degrees to which participatory models are applied in various planning processes in north-western Germany. The backdrop to this is the changing framework conditions arising from the ongoing process of social transformation. This transformation process and the relationship between the state and its citizens are reflected in the intensifying conflicts over land use surrounding major planning projects (e.g. Stuttgart 21, Tempelhofer Feld, power lines, and the deepening of the Weser and Elbe rivers). Here, the limitations of the state’s existing regulatory instruments become apparent. Greater participation is therefore regarded as the key to a successful planning strategy for shaping the ‘great transformation’.
