Participation as a planning strategy? Challenges of sustainable transformation processes

This year's conference of the Center for Sustainable Spatial Development Oldenburg (ZENARiO) is dedicated to the question of the forms and intensities in which participation models are applied in various planning processes in northwest Germany. The background is formed by the changing framework conditions in the context of the ongoing transformation process of society. An expression of this transformation process and the relationship between the state and citizens are the intensifying conflicts over the use of space in connection with major planning projects (e.g. Stuttgart 21, Tempelhofer Feld, power lines, deepening of the Weser and Elbe rivers). This is where the limits of the applied state control instruments become apparent. More participation is therefore seen as the key to a successful planning strategy in order to shape the "great transformation".
