Authorisation practice for the energy transition

Qualification of specialist staff to speed up the authorisation process in authorities and companies

Brief description and objectives

The nationwide unique further education programme "Approval practice for the energy transition" of the C3L of the University of Oldenburg qualifies specialists from approval authorities and the energy industry jointly for the complex procedures surrounding the expansion of renewable energies. The project phase of the further education programme was supported by the Metropolitan Region Northwest, the City of Oldenburg and other sponsors. The Lower Saxony Ministry for the Environment, Energy and Climate Protection is funding the further education programme for a further four years.

A special feature of the programme is the targeted composition of participants and content: Employees from licensing authorities learn together with project developers and planning offices from the energy industry. In addition to the specialised content (legal principles, technical planning and nature conservation, innovative forms of public participation), communication skills for complex coordination processes are also taught. This results in a practical exchange of perspectives, requirements and typical areas of conflict in approval procedures during the further education programme. The aim is to organise processes more efficiently.

Target group

  • Project developers in the field of renewable energies.
  • Specialists from energy suppliers, municipal utilities and service providers in the field of energy supply who are entrusted with authorisation processes.
  • Subjects and managers from authorities, public institutions and administration at municipal, state and federal level.
