Digitalisation, in particular the use of new technologies such as artificial intelligence, is fundamentally changing work and organisational structures - including in public administration. While the private sector has often completed this change earlier, local authorities are faced with the challenge of shaping digital transformation strategically and sustainably.
As part of his master's thesis, Elias Wührmann developed a scientifically sound framework for action that supports local authorities in structuring and managing digitalisation as a strategic change process. The focus is on the mission statement of an agile and learning administration that reacts flexibly to change, develops continuously and sees learning as a central component of the organisation. The work shows in a practical way how organisation, employees and processes can be further developed and which prerequisites, hurdles and success factors need to be considered. The developed framework offers valuable impulses for administrative practice and research!
In this Lunch & Learn, the most important findings of the master's thesis will be presented and questions about the development process will be answered.
