On 18 April 2016, the new public procurement platform "eVergabe Niedersachsen 2.0" of the state administration of Lower Saxony went live, implementing all the requirements of the Public Procurement Modernisation Act, which came into force at the same time. The platform is offered by the state organisation IT.Niedersachsen (IT.N) on the basis of cosinex technology. With the help of a special architecture model, the advantages of a state-wide solution are combined with the benefits of a nationwide e-tendering platform (DTVP).

While the award documents, bidder communication and, where applicable, the submission of bids and the opening of bids are provided on the e-tendering platform of the state of Lower Saxony, the contracting authorities participating in e-tendering can access a central pool of all companies already registered with DTVP and these can in turn also participate in award procedures that are handled via the award platform of the state of Lower Saxony without further registration and with just one login, and submit electronic bids where applicable. The bidder bears the costs for any electronic signature required for bids submitted online. The costs of the platform are covered by fees charged to the user departments.
