The empirical reality shows that very different ways of coping with the pandemic have emerged. Only just under half of the almost 2,000 interest representatives who took part in the Monitor's surveys consider co-determination to be intact even during the pandemic. In the other cases, employers are undermining the co-determination rights of works and Staff Councils and are not seeking co-operation with the co-determination actors. The state of co-determination has serious consequences for employees: where co-determination has shown deficits during the coronavirus crisis, the pandemic response has largely focussed on the economic interests of companies.
