Internal tenders
The Staff Council is expressly in favour of internal job advertisements. They are an important instrument of personnel development and promote academic appointments within the university. In order to ensure transparency and uniformity, the Staff Council will treat internal job advertisements in the same way as external job advertisements in future. This means that
- The Staff Council will be informed of internal job advertisements by Dec. 1.
- Formal approval by the Staff Council is not required.
- If necessary, we will provide re-registering students with tender texts.
Goals and background
Hiring organisational units should be able to publish internal job advertisements quickly. The above-mentioned harmonisation of the internal tendering process with that of external tenders is intended to ensure that internal tenders are seen as an opportunity for further development - not as an exception. This standardised and transparent approach makes the process easier for everyone involved and strengthens confidence in fair selection procedures.
- Transparency: Clear, comprehensible process for internal tenders.
- Acceleration: Obtaining a PR decision is no longer necessary.
- Personnel development: Promotion of internal mobility and career paths.
Who is considered "internal"?
The following are also considered internal:
- Lecturers
- Interns and assistants
- Employees seconded to the university or employed at the UOL as part of a business collaboration
For example, the following are not considered internal
- Employees of the University Hospitals without an employment relationship with the UOL and without being seconded to or employed at the UOL as part of an entrepreneurial collaboration
- Doctoral candidates whose employment contract with the university has expired
- Persons with employment contracts at affiliated institutes
