Recruitment procedure

Much of the action related to employees are subject to participation in decision-making by the Staff Council. Such are for instance the process of position appointment, extensions of contracts, determining salary levels and waivers of tender (see Section 65 NPersVG). Thereby, it is essential that the Staff Council is informed comprehensively and early enough at all times. 

Employees can find detailed information on appointment procedures and the recruitment process in the administration portal. In addition, we have compiled some information on frequently asked questions below. Please, do not hesitate to get in touch with us personally, by phone or email for any questions and concerns.

FAQ on the organisation of staff appointment

When can meetings of the Appointment Committee (BK) be scheduled?

As the regular meetings of the Staff Council take place every Tuesday from 9.30am to 1pm and no member is available during this time to support appointment procedures, meetings of such committees should not be scheduled before 2pm on Tuesdays.

How much earlier do invitations to appointment committees have to be send out?

Invitations should reach us one week before the committee meets at the latest (see guidelines for staff recruitment in the administration portal). This is necessary so that all voting and advisory members involved have sufficient time to coordinate appointments and review the application documents.

Where must the invitation to the BK meeting be sent to so that it reaches the Staff Council?

Invitations have to be sent per email to the following functional account: . Once the message is delivered, the sender will receive an automatically generated confirmation.

What information is required upon invitation?

  • Information about the time, length and location of the meeting of the appointment committee
  • The text of the invitation
  • Information on where to find the application documents

What is the role of the Staff Council in recruitment procedures?

The Staff Council has the right to participate in decision making in the case of many particulars related to staff such as recruitment, prolongation of employment or additional contracts. To ensure that the department's selection decision is transparent and comprehensible for the Staff Council, it has to be at best involved in the selection procedure.

What happens if no member of the Staff Council can attend the meeting of your committee?

It is important to inform the Staff Council about the date and time of the meeting on time. However, although we do our best to attend as many selection meetings as possible, we are unable to attend every meeting due to the large number of parallel meetings at the university. As the Staff Council has an advisory function in such meetings, these can be generally held without the presence of a member of the Staff Council. Please note that we still request that the minutes of the meeting are sent to us.

Information on the waiver of tenders

The joint catalogue of criteria of the staff representatives and the Equal Opportunities Office on the waiver of advertisement for recruitment provides information on the circumstances under which recruitment procedures without public advertisement are compatible with the requirement to generally select the best candidates. The list of criteria is not exhaustive, meaning that proposals to waive advertisement can be submitted any time with alternative justification. The above-mentioned catalogue is intended to simplify the recruitment process at an administrative level and at the same time to contribute to a greater transparency in selection procedures at the University of Oldenburg.

It is important to us to attend as many meetings of appointment committees as possible. Nevertheless, the number of appointment procedures clearly exceeds the time resources available to members of the Staff Council. Please let us know if you would like a member of the Staff Council to take part in your appointment committee. In such cases, we will give our best to make it.
