Efficient approvals for energy projects
New further education programme for authorities and planners starts in May
The expansion of renewable energies has recently gained momentum and could be further accelerated by speedy authorisation procedures. This requires qualified personnel in the administrations and among the project planners. A new further education course from the C3L - Centre for Lifelong Learning at the University of Oldenburg teaches employees on both sides how to interpret legal requirements and implement them efficiently.
Legal principles are taught, from building and environmental law to the Federal Immission Control Act and the Renewable Energy Sources Act. Notification and simplified procedures are covered, as are environmental impact assessments, legally compliant contract set-ups and documentation in authorisation procedures. The further education programme provides an overview of the technical requirements for energy projects and shows how procedures can be accelerated. Other topics include project and conflict management as well as communication with stakeholders.
The practice-oriented further education programme lasts two to six months and includes basic learning sequences as well as optional content. Learning takes place both online and in on-site workshops. The development of the training programme is funded by the Metropolitan Region Northwest. Other supporters include WAB e.V., the Oldenburg energy cluster OLEC, the Bremerhaven-based company for investment promotion and urban development BIS, the Bremen Senator for Economics and Ports, wpd and Alterric.
With the new further education programme, the C3L is further expanding its offering on renewable energies and sustainability. Specialists have already been training in topics such as wind power and hydrogen at the university for many years. As part of the "Transformation of Lower Saxony's Energy System" programme, the C3L is developing an education and knowledge hub for the energy transition together with the Energy Research Centre of Lower Saxony.
