NiedersachsenPUBLISHING is a cooperative project of the Lower Saxony Advisory Council for Library Affairs.
Project participants in the preliminary project are the University Library of the TU Braunschweig, the Library of the Hanover University of Applied Sciences and Arts and the Library and Information System (BIS) of the University of Oldenburg.

NiedersachsenPUBLISHING aims to provide researchers with a distributed technical infrastructure for the publication of their Diamond Open Access publications as well as coordinated consulting services.
The aim is to offer researchers a free alternative to existing profit-oriented publication options, to ensure connectivity to national and European Diamond Open Access initiatives and to meet the needs of interdisciplinary research communities for technical support and advice in the Open Access publication process.
The publications will be available free of charge, worldwide and barrier-free. Authors retain the utilisation and exploitation rights to their publications.
This publication infrastructure is supported by the state's academic libraries, which enable the dissemination of scientific publications in Diamond Open Access for the specialised public and an interested public.

Preliminary project
On 1 August 2025, the NiedersachsenPUBLISHING preliminary project began, in which
- the technical, legal and organisational requirements and conditions at the libraries in Lower Saxony are surveyed and the potential for the further development of this publication infrastructure based on co-operation and task sharing is determined, and
- determining the needs of researchers and clarifying the prerequisites that are absolutely necessary for the acceptance of the Diamond Open Access publication infrastructure.
The recommendations to be derived from this will serve to strategically position the services for researchers provided by the publication infrastructure.
Main project
The main project to be applied for as part of the preliminary project will implement the measures described for operating a joint Diamond Open Access publishing infrastructure.
The centre of attention here is the establishment and further development of the cooperatively supported technical infrastructure and the development and implementation of a coordinated advisory service for Diamond Open Access publishing, as well as the establishment of the NiedersachsenPUBLISHING brand in the scientific community and the development of a business model that will secure the operation of the publication infrastructure beyond the project period.
