Fundings & Finances
The activities of climate action management are financed both from the university's budget and from third-party projects. The focus here is on the targeted implementation of climate action and sustainability measures at the university and strategic cooperation with other universities.
The following overview provides a transparent overview of the financial resources that are directly available to climate action management. This includes the sustainability programme line, responsibility for the Climate Action fund and the management of externally funded projects. Budget funds for building management measures or funding for major energy efficiency projects and refurbishment measures are not listed here.
Sustainability programme line
The Presidential Board uses the programme budget to manage key topics and strategic developments at the university. Since 2024, there has been a separate programme line for funding measures in the area of sustainability.
Funded measures 2024:
- Student assistant in climate action management
- Increase in student assistant in the project COUNTS
- Annual tickets for bicycle parking spaces in WHV bicycle parking facility
- Plane trees in front of SSC on the Haarentor campus
- Dredging work on watercourses in Wechloy
Climate Action fund

The Climate Action fund was introduced at the university on 1 January 2025. The additional resources in the fund will be used to implement climate action and sustainability measures at the University of Oldenburg. The fund will be fed from the CO2 tax that is additionally levied on air travel. A new decision on the use of the funds is made each year in a participatory process.
Third-party funding
Two externally funded projects are currently underway in climate action management to implement the climate action concept and to standardise greenhouse gas accounting in Lower Saxony.
Follow-up project climate action management
The Federal Ministry for Economic Affairs and Climate Protection (BMWK) is subsidising the implementation of the measures from the integrated climate action concept. A large part of the third-party funding is used to partially finance the two staff positions in the climate action management. This is funding within the framework of the municipal guideline.

COUNTS
Since August 2023, the Sustainability Network of Lower Saxony's Universities HochNiNa has been coordinating the COUNTS project (standardisation, further development and communication of greenhouse gas balances of Lower Saxony's universities), which is funded by the Lower Saxony Ministry for the Environment, Energy and Climate Protection. The University of Oldenburg is the project leader on behalf of the network.
