The module offers a comprehensive and practical examination of relevant areas of telecommunications law. Firstly, the basics of constitutional law are taught. For a sound understanding of the regulatory processes, the lecturers explain the organisation and procedures of the Federal Network Agency as well as legal protection.
One focus is on procedures for market regulation, access regulation, fee regulation and special abuse supervision. Contract law and customer protection under the TKG are further topics. Participants deal with frequency regulation, the use of transport routes and universal service. Data protection and telecommunications secrecy, security aspects and the monitoring of telecommunications traffic are also covered. In addition to the substantive focal points, procedural and procedural law aspects are also taught.
