SOUVER@N - Digital Teaching and Learning in Lower Saxony
Promoting digital teaching and learning - this is the joint mission with which eight universities in Lower Saxony and ELAN e. V. have set out to strengthen digitalisation in university teaching. The University of Oldenburg is taking the lead in content creation/open educational resources (OER) within the network.

About the project
Digital teaching/learning technologies are being used more intensively at universities than ever before. Meanwhile, the experience and digital skills of teachers and students have increased significantly. Exploiting this potential for strong teaching in the future represents a great opportunity. At the same time, the demands on technical implementation, didactic quality and corresponding services and support are increasing. Comprehensive technical, didactic and legal expertise forms the basis for confident digital teaching and learning.
Promoting digital teaching and learning - this is the joint mission with which eight universities in Lower Saxony and ELAN e. V. have set out to strengthen digitalisation in university teaching. SOUVER@N addresses the resulting opportunities and challenges in three interlinked development areas: IT basis, services and content/OER.
In this context, digital sovereignty means three things in the SOUVER@N project:
- the confident, i.e. competent and learning goal-orientated use of digital tools by teachers and students (digital literacy)
- the professional development of high-quality, digitally enriched teaching/learning concepts and content
- the confident, i.e. competent and learning goal-orientated use of digital tools on the part of teachers and students (digital literacy)
- the professional development of high-quality, digitally enriched teaching/learning concepts and content
- the digital sovereignty of universities as institutions strengthened by the alliance, which includes not only a secure IT basis but also a balanced ratio of proprietary and open source services and infrastructures in order to ensure ‘an autonomous design of the digital space oriented towards its own goals’ (Wissenschaftsrat 2021, p. 48).
