Doctoral Regulations of the Department of Computing Science at the University of Oldenburg§ 1 Definition of terms

Doctoral candidates are members of the University in accordance with § 44 NHG. They are preparing for their doctorate. They have the right to use all facilities of the University of Oldenburg within the framework of the user regulations.

§ Section 2 Prerequisites for admission as a doctoral candidate

  • (1) The prerequisite is a completed university degree in a scientific degree programme.
  • (2) Doctoral candidates who have not successfully completed a degree in Computing Science at an academic university within the scope of the Basic Law should acquire the knowledge of Computing Science required for a doctorate in accordance with the doctoral degree regulations of the department. It is advisable to have the question of the examination of knowledge bindingly clarified by the doctorate committee in good time before the doctoral degree procedure is opened.

§ 3Application for admission as a doctoral candidate

  • (1) The proposal for admission as a doctoral candidate must be submitted in writing to the Dean of the Faculty of Computing Science. The following must be enclosed
    • a) the degree certificate from the university,
    • b) a curriculum vitae,
    • c) the provisional topic for a planned dissertation,
    • d) a proposal for a supervisor for the dissertation,
    • e) an indication of the necessary resources and a justification of the extent to which these are required for the preparation of the dissertation,
    • f) a statement from the proposed supervisor.
  • (2) The provisional topic of the dissertation must be agreed with a professor or a habilitated member of the Department of Computing Science.
  • § 4 Admission as a doctoral candidate
    • (1) The Dean shall check the documents for completeness. He/she obtains an opinion from the doctorate committee and immediately submits the proposal to the Faculty Council of Computing Science for a decision.
    • (2) The Faculty Council of Computing Science decides on the acceptance or rejection of the application for admission. The Dean shall inform the applicant of the acceptance or rejection in writing. In the case of acceptance, the appointed supervisor and, if applicable, the resources made available are named. Reasons must be given for a letter of rejection.
    • (3) The proposal must be rejected if no sufficiently competent supervision of the dissertation can be ensured or if the resources classified as indispensable cannot be made available.
    • (4) If the application is accepted, the applicant is a doctoral candidate of the Department of Computing Science. This does not entitle him/her to enrolment as a student at the University of Oldenburg or to the opening of a doctoral degree procedure.
    • (5) It is not necessary to be admitted as a doctoral candidate in order to open a doctoral degree procedure.
    § Section 5 Supervision
    • (1) In the event of acceptance as a doctoral candidate, the Faculty Council of Computing Science shall appoint a professor or a habilitated member of the faculty who is competent in the subject matter of the thesis as supervisor.
    • (2) When appointing the supervisor, the doctoral candidate's suggestion should be taken into account, unless there are important reasons to the contrary.
    • (3) The supervision shall extend to advising the doctoral candidate on the subject and methodology. The aim of the supervision is the preparation of a dissertation by the doctoral candidate. The supervisor checks the progress of this work and, if necessary, the use of the funds provided.
    • (4) Before the doctoral candidate publishes parts of his/her planned dissertation, the supervisor should be consulted.
    § 6 Termination of the doctoral candidate status
    • (1) The doctoral candidate's status ends after 3 years. It can be extended a maximum of twice for 2 years each time upon justified proposal by the doctoral candidate. Doctoral status ends with the completion of a doctoral degree procedure in Computing Science.
    • (2) The Dean may withdraw or revoke admission as a doctoral candidate in accordance with the statutory provisions.
    • (3) Doctoral candidates may terminate their doctoral candidate status at any time by notifying the Dean of the Faculty of Computing Science in writing. § Section 7 Entry into force The Doctoral Regulations shall enter into force on the day following their publication in the Official Notices of the University of Oldenburg.
