Prof Dr Bernd Holznagel, born in Lehrte in 1957, is a university professor of constitutional and administrative law at the Westfälische Wilhelms-Universität Münster and director of the public law department of the Institute for Information, Telecommunications and Media Law (ITM).

His research activities focus on network regulation as well as telecommunications and media law. Prof Holznagel is Chair of the Scientific Working Group for Regulatory Issues of the Federal Network Agency, Chair of the Scientific Institute for Infrastructure and Communication Services (WIK) of the Federal Republic of Germany, member of the Association of German Constitutional Law Professors, the Study Group for Press Law and Freedom of the Press, the German Jurists' Conference and the Munich Circle. He is also co-editor of the journal "Multimedia und Recht" and the handbook "Multimedia und Recht".

Several teaching and research stays have taken him to the China Academy of Information and Communications Technology, the Academic Law University in Moscow and the University of Virginia School of Law in Charlottesville.
