Applications for the first semester of the Human Medicine degree programme are made exclusively via Hochschulstart - the foundation for university admissions in Dortmund.

At the University of Oldenburg, studies in the first semester only begin in the winter semester.

It is not possible to apply for the 1st semester in the summer semester.

Proof of German language skills is required from all applicants who have not obtained their higher education entrance qualification in German at a German institution. This also applies to German nationals.

Selection criteria for the allocation of study places

Up to 20% of study places are allocated via the advance quotas:

  • 5% foreigners
  • 2 % hardship cases
  • 3 % applicants for two degree programmes
  • 12 study places for the rural doctor quota

The remaining study places after deduction of the preliminary quotas are allocated in the main quotas:

  • 30% A-levels quota
  • 60 % Selection procedure of the universities (AdH)
  • 10% additional aptitude quota (ZEQ)

In the Abitur best quota, only the overall grade of the university entrance qualification counts. The AdH and ZEQ quotas also take into account vocational training related to medicine, the test for medical degree programmes (TMS) as well as services and awards.

You can estimate your own chances of gaining a study place based on the data of applicants from the previous winter semester. The Medi-Ranger is available for this purpose. You can enter your data there and find out whether you would have been offered a place to study medicine last year. Please note that this may be different in future application procedures.

NC (Numerus Clausus)

The numerus clausus (NC) is not a value determined before the allocation procedure. It is the result of the procedure for awarding degree programmes with restricted admission and can only be communicated retrospectively.

The values vary from year to year because the number of applications received is different and therefore the average grades they contain are also different.

Enrolment

After you have received admission to a degree programme via Hochschulstart, your contact details will be sent to our university. Our Admissions office will take over the further processing and take care of your enrolment (also known as matriculation). When you enrol, you become a member of Carl von Ossietzky University and receive student status.

You must submit various documents for enrolment. You will receive an email from us with information and forms. If you would like to inform yourself in advance, you will find a list of the required documents here:

Once the documents have been received and checked by the deadline, you will be enrolled and will receive your access data for our Stud.IP campus management system by email.

Enrolment certificates and BAföG certificates can be created and printed out in Stud.IP at any time. The certificates contain a verification code with which the recipients (e.g. BAföG office, health insurance company, etc.) can check them for authenticity.

The CampusCard is issued to students at Carl von Ossietzky University as a student ID card. The CampusCard can be used for activities on campus (e.g. canteen, library). It is created automatically after you have uploaded a photo in Stud.IP and is sent to the postal address provided. You can find the upload function in Stud.IP under Profile > CampusCard. You can use the Deutschlandsemesterticket (D-Semesterticket), which is valid on local trains throughout Germany. Further information can be obtained from the AStA (Allgemeiner Studierendenausschuss).

Rural doctor quota

Since the winter semester 2023/2024, those interested in medical study places in Lower Saxony can apply via the rural doctor quota. With the rural doctor quota, a further preliminary quota has been added. No additional study places will be created.

Applications for the rural doctor quota are neither submitted via the university nor via Hochschulstart. Instead, you should send your application to the Niedersächsischer Zweckverband zur Approbationserteilung (NiZzA).

Please note that separate and earlier deadlines apply for this application, which differ from the deadlines of the Foundation for University Admissions!

A special feature of the procedure is that it is not only the Abitur grade that is decisive for the allocation of study places. Three criteria are taken into account in the first stage of the selection procedure:

  • Overall grade of the university entrance qualification (usually the Abitur) with a weighting of 30 per cent
  • Result of the test for medical degree programmes (TMS) with a weighting of 30 percent
  • Periods of relevant vocational training, employment or practical work with a weighting of 40 per cent

Only the university entrance qualification is mandatory.

Applicants ranked 1 to 120 are then invited to a selection interview organised by the Lower Saxony Medical Association. This involves an assessment of social and communication skills and subject-specific aptitude.

The Lower Saxony Special Purpose Association for Licensing (NiZzA) forwards the list of selected applicants with the allocated study places to the Foundation for University Admission. The Foundation for University Admissions issues the letters of acceptance on this basis. Applicants who are not selected will receive a letter of rejection based on the selection procedure from the Lower Saxony Special Purpose Association for Licensing (NiZzA).

By accepting the study place, students undertake to work for ten years after completing their studies and further education as a specialist (general medicine or internal medicine) in family doctor care in areas for which the state of Lower Saxony, in cooperation with the KVN, has identified a special need.

The study places not utilised via the rural doctor quota are transferred to the regular succession procedure and are filled with applicants from the main AdH and ZEQ quotas.

Lottery procedure

A lottery procedure for study places in the first semester will only be carried out if the regular allocation procedures of Hochschulstart have been completed and there are still places available.

A study place already obtained is not lost by participating in the lottery procedure. Applicants who did not take part in the regular application period can also register for the lottery procedure.

Exchange of university places for the 1st semester

The exchange of university places is an offer by the respective university to change your place of study without having to take part in the regular application procedure. For this reason, there is no legal entitlement to an exchange authorisation.

At the University of Oldenburg, an exchange of university places for the first semester is generally not possible. Only in the context of an exception can important health, social or economic reasons be taken into consideration. The following reasons can be taken into consideration:

1. residence of spouse or partner and/or own child in Oldenburg

Proof of residence:

  • Certificate of residence (e.g. registration certificate from the citizens' office)
  • Marriage certificate or civil partnership certificate
  • Birth certificate of the child

2. health impairment (severe disability or chronic illness), which has generally been permanently treated by medical specialists in Oldenburg for at least 18 months.

Test for medical degree programmes (TMS)

The term "Test for Medical Degree Programmes (TMS)" refers to a subject-specific aptitude test that tests students' understanding of scientific and medical problems.

The TMS is carried out jointly by the heiTEST Coordination Centre at Heidelberg University and other universities. Participation in the TMS is ultimately determined by the conditions laid down by the test organiser.

Participation is voluntary. Each person may repeat the TMS once within one year after their first participation. The test for medical degree programmes takes place at two TMS rounds per year (spring TMS and autumn TMS).

The test result can increase the chance of a place in the "Additional Aptitude Quota (ZEQ)" and "University Selection Procedure (AdH)" quotas. A deterioration of the chances compared to other applicants is excluded, as the result of the test can only have a positive effect on the ranking list position.

Second degree

A second degree applicant is someone who has already completed a degree in another degree programme at a German university. A degree programme is completed when the prescribed State Examination or academic final examination (Diplom or Magister examination, Bachelor) has been successfully passed.

In the case of Law / Law and the teaching degree programmes, studies are considered completed when the first state examination has been passed; Pharmacy studies are considered completed when the second part of the Pharmaceutical examination has been passed with regard to the second degree regulations.

Admission to a second degree programme is limited to a maximum of 3% of the available study places. The study places are allocated according to a point value, which is calculated from the examination result of the first degree and the reasons for the second degree.

Second degree for scientific reasons

There are scientific reasons for a second degree if, with a view to a later career in science and research, a further scientific qualification in another degree programme is sought on the basis of previous scientific and practical work. For example, an engineer who is researching a new mechanical heart valve and will not be able to demonstrate the necessary success of his research without a medical degree.

If you would like to claim scientific reasons, you will need an expert opinion from the university named first in the initial application. The university will send the expert opinion directly to the Foundation for University Admission.

The deadline for submitting the expert opinion to Hochschulstart depends on when you completed your first degree. If you completed your first degree after 15 January of the year, the application deadlines for "new high school graduates" apply; if you completed your studies before 16 January of the year, the deadlines for "old high school graduates" apply.

Oldenburg students have the opportunity to complete part of their degree programme in Groningen. Various options are available to allow students to plan their exchange flexibly.
