The computer systems of the Department of Computing Science are organisationally assigned to individual departments of the faculty or to the Computer Operations Department (ARBI) according to their intended use for research work, to support special courses and to support general courses. The user regulations govern the use of services of all computer systems of the Department of Computing Science regardless of their organisational assignment.

The services offered by the department's computer systems are related to the department's research and teaching and are publicised in departmental manuals and notices or the ARBI. These services are available to the authorised users named in §3 for teaching, research and development and for carrying out other official tasks. The services of the department's computer systems are to be used in an economical manner appropriate to the purpose. As a rule, no fee is charged for use. Costs for special services such as data transfer, external resources, special consumables, etc. may be charged.

Authorised users are

1. All members of the Department of Computing Science at the University of Oldenburg (§ 44 NHG).
2. Other members of the Department of Computing Science at the University of Oldenburg, as well as other persons who collaborate with members and affiliates of the Department of Computing Science in the context of research and teaching activities or who participate in courses or seminars organised by the Department of Computing Science.

Users are those persons who directly utilise the services of the department's computer systems.

Permission to use the services of the department's computer systems is requested in writing by the authorised user from the head of the department responsible for the respective computer system or the head of ARBI. The proposal must contain, among other things

1. Details identifying the user;
2. Information about the intended work and its assignment to the activities of the Computing Science department;
3. Information describing the computer systems to be used, the type and scope of utilisation of the computer systems;
4. A declaration by the applicant to comply with these user regulations.

The head of the department or the ARBI shall notify the authorised user of the usage permit in writing. Authorisation for use may be restricted or refused if

1. a violation of §2, sentence 3, §9 or §12 is recognisable.
2. the intended purpose of the computer systems requires this.
3. an allocation of operating resources and operating times is required for proper operation.

The authorisation of use is limited in time. It expires when the deadline has expired and no extension has been authorised. In addition, it shall expire upon notification by the authorised user and if the authorisation for use expires in accordance with §3.

The head of the department of the faculty or the ARBI can withdraw a user's user authorisation or restrict the user authorisation if the user violates the provisions of these regulations. In disputed cases, the department's computing commission shall decide.

General safety regulations, the provisions of the house rules, the provisions of these regulations and the operating instructions must be observed when staying in the computer rooms of the department, when using the devices available for self-service and when using the computer systems.

The Department of Computing Science endeavours to operate its computer systems in accordance with the state of the art; liability for damages resulting from the use of computer system services is excluded.

Users are only permitted to process data requiring protection within the meaning of the applicable data protection regulations after consultation with the heads of the departments of the faculty or the ARBI and in compliance with the prescribed security measures. Information and advice on the processing of sensitive data can be obtained from the university's data protection officer.

1. Users are obliged to comply with the guidelines and regulations applicable to working with the facilities of the Department of Computing Science.
2. Users may not pass on to third parties or make available to third parties any hardware, software or documentation made available to them directly or indirectly by the Department of Computing Science without the express permission of the head of the department that issued the user authorisation and the head of ARBI.
3. The user must refrain from any action that alters or destroys systems or peripherals, programmes and data locally or remotely in a manner that is not appropriate for the purpose.
4. Commercial use of the department's computer systems is not permitted.

Upon request by the heads of the departments of the faculty or the ARBI, the authorised user is obliged to submit a report on the use of the computing facilities and the experience gained. When results are published, it must be stated that they were produced on computers belonging to the Department of Computing Science.

These regulations come into force on 1 October 1990.
