(Un)Moving files. Digital data practices as a challenge for German migration authorities
Abstract
The planned doctoral project aims to examine and localise digital practices and strategies for the administration, use and processing of data in the asylum procedure from a praxeological-ethnographic perspective. The research project focuses on "data practices" of the transcription and digitisation of migration biographies during the personal interview at the Federal Office for Migration and Refugees (BAMF). Digitalisation proves to be both a benchmark for successful professionalisation, a challenge to everyday practice and a threat to socially embedded interaction. This is particularly evident in the individual examination in the asylum procedure and the associated classification and depersonalisation of refugees as well as the formalisation of their data. The future ideas of managed co-operation and conviviality that come to the fore here are emphasised. Therefore, the PhD project aims to address how digitalisation initiatives transform current administrative and classification work in German migration authorities and how these new digital "data practices" affect informal strategies of refugees. Which implementations and information technologies are used by different actors in an attempt to utilise digital and bureaucratic practices?
