Doctoral degree regulations
§ 1 Purpose
These regulations govern the responsibilities and the admission procedure for the doctoral degree programme "Didactic Teaching and Learning Research - Didactic Reconstruction", which is established in connection with the doctoral programme of the same name. The lecturers of the degree programme are or are deemed to be lecturers of School I, irrespective of their initial assignment.
§ 2 Responsibilities
(1) The degree programme is assigned to School I of Carl von Ossietzky University.
(2) The courses offered on the degree programme are planned and implemented on an interdisciplinary basis by the lecturers involved in the doctoral programme. Lecturers from the University of Bremen may participate.
(3) The Didactic Centre (DIZ) of the Carl von Ossietzky University is responsible for the administration and organisation of the degree programme.
(4) A School to which the first supervisor belongs as a lecturer is responsible for the doctoral degree procedure. The doctoral candidate submits the proposal for admission to the School.
§ Section 3 Scope and duration of the programme
(1) The doctoral programme comprises 6 semesters with 6 SWS each.
(2) The curriculum regulates the type of courses and content.
(3) The programme ends with the initiation of the doctoral degree procedure.
§ 4 Admission number
(1) A maximum of 25 doctoral candidates will be admitted to the doctoral degree programme (all academic years).
(2) The total number of places includes the number of scholarships to be awarded in the doctoral programme.
(3) An additional 5 doctoral candidates may be admitted to the doctoral degree programme who are supervised by lecturers from the University of Bremen who are participating in the study programme.
§ 5 Admission requirements
(1) Admission requirements for the degree programme are the 1st State Examination in a university teaching degree programme, in exceptional cases a Diplom or Magister examination, with which subject-specific didactic qualifications are proven.
(2) The 2nd State Examination and additional school practice are desirable.
(3) Applicants who do not have a degree from a university degree programme must instead
- have completed a relevant university degree with distinction and
- demonstrate the ability to carry out in-depth academic work through a qualified presentation of the academic project.

- If necessary, requirements for proof of studies must be fulfilled in accordance with the applicable doctoral degree regulations.
(4) In the case of foreign degrees, legally binding intergovernmental agreements and the recognition recommendations of the KMK (Central Office for Foreign Education) and the HRK must be taken as a basis. If these are missing, equivalence shall be assessed in accordance with the provisions of the applicable doctoral degree regulations.
§ 6 Application for admission
(1) Admission to the degree programme is applied for at the same time as admission as a doctoral candidate in the relevant department with the documents required in accordance with the doctoral degree regulations. In all cases, this includes a brief description of the intended doctoral project.
(2) The deadlines for applications for admission are generally determined by the deadlines for the scholarships to be awarded in the doctoral programme. The doctoral programme scholarships are advertised nationwide.
(3) Doctoral candidates admitted to the University of Oldenburg or the University of Bremen may submit an application for admission at any time. A decision on admission will be made in good time so that the doctoral candidate can be enrolled in the doctoral degree programme for the semester following the proposal.
§ 7 Selection procedure
(1) Admission to the degree programme requires a pre-selection and a hearing of the pre-selected applicants by a selection committee (see § 8).
(2) Pre-selection is based on the following criteria:
a) Assessment of the research project outlined in writing in the application
b) Relevance of the completed degree programme to the doctoral project
c) Examination grades and recognisable credits
d) 2nd State Examination and teaching practice
e) Publications.
(3) At the interview, an applicant presents the doctoral project in a short talk (approx. 15 minutes). The subsequent questioning (approx. 20 minutes) also concerns interdisciplinary experience and competences.
(4) If the number of applicants outweighs the number of available study places, the selection committee will draw up a ranking on the basis of the pre-selection and interview. In the event of equal ranking, preference shall be given to female applicants.
(5) Admitted persons must inform the selection committee no later than 14 days after notification of the decision whether they accept the study place. Otherwise, the place will be allocated to the next person in the ranking order.
(6) Applicants who are not admitted will receive a reasoned letter of rejection.
§ 8 Selection committee
(1) The selection committee consists of three members of the professors' group and two doctoral candidates. Two of the members are lecturers of the degree programme, one professor or habilitated member should be an external member, preferably from the University of Bremen. The doctoral candidates have an advisory vote in the evaluation of the applicants.
(2) At least two of the members should be female, including at least one member with unlimited voting rights.
(3) The professors and habilitated members of the selection committee are elected by the board of the Didactic Centre on the recommendation of the teaching staff, the doctoral candidates on the recommendation of the students of the degree programme.
§ 9 Doctoral degree procedure
(1) The doctoral degree procedure shall be carried out in accordance with the doctoral degree regulations of the School to which the person has been admitted as a doctoral candidate.
§ 10 Entry into force
(1) These regulations shall enter into force on the day following their approval by the Presidential Board of the University of Oldenburg. The regulations shall be published in the Official Notices of the University of Oldenburg.
(2) At the same time, the regulations in the version dated 25 April 2001 (Official Notices of the University of Oldenburg 2/2000 p. 1) shall cease to be in force.
