Understanding, processing and utilising relevant data from a wide range of sources has become a central component of digital transformation in both the public and private sectors. In this context, gaining insight and developing methodologies for establishing data-driven services contribute to what is known as ‘data sovereignty’. However, such potential is far less fully exploited by local and regional authorities than by national and federal administrations or private businesses and industry.

Among many similar reports, an analytical report published by data.europa.eu in 2020 highlights technical barriers, limited awareness and a lack of legal and organisational support as the main obstacles to data-driven solutions in local authorities, coupled with technical complexities as well as insufficient standardisation and interoperability mechanisms. Despite various successful initiatives already having been implemented, local authorities require ongoing, practical, hands-on support, an environment for knowledge exchange, and inspiring use cases to help drive forward their digital transformation.

Data for All (D4A) empowers local authorities and regions of varying sizes, in both rural and urban settings, to manage data effectively and translate their learnings into digital services. D4A will create local data ecosystems, thereby giving equal consideration to the technical, organisational, regulatory and ethical aspects of affordable, scalable and sustainable digital public services. Nineteen partners from seven countries will jointly develop and test seven pioneering data-related concepts in the fields of mobility, energy, sustainability, tourism, transparency and economic development. The knowledge gained will form the “D4A roadmap”, a digital transfer tool that provides a step-by-step guide for municipal and regional authorities in the NSR and across Europe. D4A will build a community centred on data utilisation, enabling municipalities and regions to become active contributors in the age of data.
