Analysing and advising on development planning for inclusion in the Federal State of Bremen

Since the early 2000s, the Federal State of Bremen has been on the path to abolishing forms of special education for children and young people outside of mainstream schools. This process led to inclusion being enshrined in school law and the introduction of a two-tier inclusive school system. Inclusion is seen as an objective and task for all schools. The basis of this process was the development planning for inclusion, which was adopted by the political bodies in 2010 with the requirement that it be reformulated after 10 years.

The aim of the project (duration 01.11.2020-31.10.2021), which is being carried out in co-operation with the University of Bremen (Prof. Dr Natascha Korff), is to produce a scientific expertise as preparatory work for updating the development planning. The expertise takes stock of the inclusion process to date and formulates future-oriented development tasks and recommendations for action, particularly for the management level of education policy and administration. On the one hand, existing documents and school statistics data are analysed for the report. On the other hand, key institutional, collective and corporate players are interviewed in roundtable discussions with selected individuals in order to incorporate the different perspectives of the various stakeholders in the inclusion process.
