Project description:
Many local authorities are now taking up social space-oriented approaches when designing youth welfare services, as these promote networking and co-operation and have their origins in so-called community work. In this way, the support needs of children, young people and their parents are recognised at an early stage and - as far as possible and advisable - covered in their living environment.
For several years now, Hamburg has been trialling how different services can be set up in the social areas based on the respective conditions and has been continuously expanding them since 2009. The aim is to create more and new help and services for families with special support needs and to better integrate these families into the neighbourhood by creating a stable social environment. The linking and coordination of the individual social spaces is fundamental here. The services offered are diverse: they range from early help for young parents and services to support parenting to school-related programmes and the promotion of transitions to independent living.
The evaluation of the Hamburg programme "Sozialräumliche Angebote der Jugend- und Familienhilfe (SAJF)" will examine the extent to which the approach has proven successful and what others can learn from it. The survey will focus on the district of Hamburg-Mitte and use both quantitative and qualitative methods. The evaluation will focus on two levels: The level of the impact of the services from the users' perspective and the level of management.
The evaluation results are intended to provide suggestions for the further development of the Hamburg programme. In addition, they are seen as a contribution to the nationwide debate on the management of child and youth welfare. Other local authorities can use the findings of the study to (further) develop their own socio-spatially oriented child and youth welfare programmes.

Results:

Project description:
In view of the high demand for academic specialists in the wake of demographic change on the one hand and high dropout rates in individual subjects on the other, empirical analyses of the tendency to drop out and the dropout rates of students are of great importance. National and international studies point to a variety of causes for academic success, a tendency to drop out and dropout. They make it clear that cross-sectional, monocausal and cross-disciplinary analyses are not sufficient. Instead, integrative and longitudinal approaches to analyses are needed, taking into account different subject cultures. The LAST research project uses a longitudinal approach based on life course theory to determine the causes of academic success, the tendency to drop out and dropout in selected subject cultures. The special feature here is that the causal research is not only focussed on higher education, but also comprehensively includes other contexts such as family, partnerships and peer groups. The aim is to clarify the significance of different influencing factors on academic success, the tendency to drop out of university and dropout and which approaches can be effective in recognising dropouts at an early stage and reacting accordingly. To answer this research question, BA students from the STEM subjects and the humanities at two universities will be surveyed several times during their studies and after dropping out using a standardised prospective longitudinal study. The project results should serve to determine more precisely which situational conditions from the respective contexts (university, family, partnership, circles of friends) form the prerequisites for concrete prevention and intervention measures and where, for example, private life situations clearly stand in the way of this. Conclusions are to be drawn from the findings with regard to the tendency to drop out of university and dropout in order to counter the tendency to drop out at an earlier stage and in a more targeted manner.

Project description:
The aim of the project is to clarify how the structure of existing qualification measures for volunteers in Lower Saxony is characterised, how these are assessed and what needs there are for further qualification measures for volunteers in Lower Saxony. Furthermore, recommendations for qualification programmes for volunteers in Lower Saxony will be developed.

Significance and benefits: Volunteers carry out demanding and responsible tasks in many areas of society. An important task of the research project is therefore to expand the level of knowledge about qualification programmes. In addition, the aim is to determine which quality standards and recommendations already exist for relevant stakeholders. The project is designed to be participatory in order to offer training providers, volunteer coordination and assignment centres as well as interested associations and organisations the opportunity to contribute their skills and experience to the implementation of the research project.

Objectives: The research project has three objectives: Firstly, to take stock of existing qualification programmes in Lower Saxony; secondly, to obtain re-registering students' feedback on existing qualification programmes in Lower Saxony; and thirdly, to determine the need for further qualification programmes in Lower Saxony. Based on this, quality standards and recommendations for the qualification of volunteers in Lower Saxony will be formulated together with the training providers, coordination and assignment centres and interested associations and organisations.

Transfer of the results: The re-registration of the results will take place at the end of the project in the form of a research report, a practical brochure and a symposium. This will be followed by the development and formulation of quality standards and recommendations for the qualification of volunteers in Lower Saxony together with the stakeholders involved on the basis of the results obtained.

Project description:
The joint project involves the development, testing, evaluation and transfer of a modular, pedagogical further education programme based on educational science, which is aimed at artists and cultural professionals from all disciplines. Through this further education course, the participating arts and culture professionals are qualified over three sessions in a modularised training programme, in particular for methodological, didactic and interprofessional work with children and young people in cultural co-operation projects at all-day schools and in local educational landscapes.
The competence course is organised by the two project partners DKJS and BKJ. The University of Oldenburg provides a scientific basis for the procedure and evaluates the advanced scientific training formatively and summatively. The scientific support and evaluation by the University of Oldenburg contributes to the overarching objective of developing a theoretically sound, scientifically evaluated and sustainable further training concept for arts and culture professionals in all-day schools and local educational landscapes.
The University of Oldenburg implements this by applying a needs analysis of arts and culture professionals and educational specialists prior to curriculum development, longitudinal repeat surveys, participant observation, problem-centred interviews and group discussions with the participants. This is based on a) a subject-scientific and b) a user-theoretical approach, both of which are well suited to the characteristics of the targeted further education programme.

Project description:
In 2004, Saxony-Anhalt had one of the highest rates of pupils leaving school without a lower secondary school leaving certificate in Germany, with a school dropout rate of 12%. Boys and young people with a migration background are particularly affected. The state of Saxony-Anhalt has set itself the goal of reducing the school dropout rate to 8.6% by 2013 and the rate of grade repetition by 50%, as well as securing this reduction in the long term and sustainably with the help of preventative and interventive measures. In this context, the Ministry of Health and Social Affairs and the Ministry of Education and Cultural Affairs have developed the ESF programme "Preventing school failure and reducing early school leaving" in co-operation for the new EU structural fund period 2007/2013. With a volume of approx. 59 million euros, a complex package of measures is to be implemented to reduce the number of pupils who fail to meet the requirements of school. In the meantime, on 7 July 2008, the directive on the granting of subsidies for the ESF programme "Projects to prevent school failure and reduce early school leaving" was published in a joint circular by the MS and MK. The programme started on 01.01.2009 and will continue until 2013.

A formative and summative scientific monitoring of the ESF project is being carried out for the detailed design and management of this project, which relates to all three basic modules of the ESF programme. The focus is on an evaluation of the objectives and effects, their efficiency and an analysis of the quality of the programme. Concrete conditions for successful co-operation between the actors involved to achieve the programme's objectives beyond 2013 are to be identified. In addition, the aim is to secure the quality development process to be initiated for this programme by means of a scientific report.

Project description:
The aim of the project is to contribute to the professionalisation of practical phases in non-university places of learning by systematically and comparatively examining the quality and effectiveness of practical concepts in different disciplines and drawing conclusions for the optimisation of vocational training. To this end, comparative studies will be carried out at four selected universities in the Potsdam/Berlin region. In detail, it is planned to 1) an analysis of practical concepts in different subject disciplines by means of a document analysis, 2) a multi-perspective, empirical-comparative survey of their organisational implementation and 3) the acquisition of knowledge about the acquisition of career-orientated skills by students and about conducive or obstructive conditions by means of longitudinal studies. The findings will be used to improve the curricular and formal-organisational design of the practical phases. The effects of the modified practical phases will in turn be empirically tested. The project thus investigates the connection between formal-organisational and curricular design aspects of the practical phases (including supervision, support and co-operation) and the acquisition of skills by the students. Based on the control knowledge gained, conclusions are to be drawn for the professionalisation of university teaching with regard to the practical phases. Close co-operation with the Brandenburg University Didactics Network is planned.

Project description:
The scientific study focuses on professionalisation and organisational development in debt counselling. The starting point of the study are model projects of the non-profit organisation Gesellschaft für Verbraucher- und Sozialberatung mbH (Berlin). In two regions of Berlin, i.e. Neukölln-Nord and Lichtenberg-Fennpfuhl, these model counselling centres are to be used as examples to test how the increasing indebtedness and over-indebtedness of private households can be effectively and permanently countered with modified concepts, professional procedures and organisational precautions.
The research project examines the contextual conditions, the organisational and working methods and the potential impact of new approaches in debt counselling. Particular attention will be paid to the cooperation between private commercial companies providing basic services and non-profit social work organisations.

Project description:
As part of the research project, the framework conditions, self-image, community involvement, tasks and services as well as the developments and effects of intermediary organisations of civil society involvement are to be examined in more detail. The nationwide study focuses on local volunteer agencies, volunteer exchanges and volunteer centres in Germany. The following three research questions are of interest: 1. how have the self-image, local integration, tasks and services of intermediary organisations for civic engagement developed in recent years (self-image and profile question)? 2. what impact do the intermediary organisations achieve from the perspective of different stakeholder groups (impact question)? 3. what expectations do the intermediary organisations of civil society engagement and political decision-makers have of umbrella organisations and associations and how is their work assessed (support question)? To answer the research questions, a quantitative survey of responsible managers of intermediary organisations for civil society engagement in Germany, qualitative case studies in selected municipalities and supplementary qualitative interviews with selected experts at federal, state and municipal level are planned.

Firstly, the study is intended to provide reliable findings on intermediary organisations for civil society engagement in Germany. Secondly, it should enable a differentiated presentation of the strengths, weaknesses and potential of intermediary organisations of civil society engagement. Thirdly, criteria and standards for successful local intermediary organisations for civil society engagement and engagement policy strategies for local authorities are to be developed.

Project description:
The research project aims to investigate co-operation at all-day schools in two Federal States (Brandenburg and Saxony-Anhalt) on the basis of preliminary considerations relating to professional and co-operation theory and using a total of ten qualitative, school-related case studies. The focus of interest is on the (professionally) specific cooperation ideas of the cooperation partners at all-day schools, the characteristics of cooperation practice at all-day schools, the effects of the all-day specific requirements on the academic appointments and actions of the cooperation partners as well as the success of cooperation at all-day schools from the perspective of the participants. The following questions will be answered:

1. what (professionally) specific ideas of cooperation do the school-based as well as the in-school and out-of-school cooperation partners at all-day schools have?

2. what are the characteristics of co-operation practice at all-day schools?

3. what effects of the requirements specific to all-day schools on the academic appointments and actions of the various cooperation partners can be reconstructed and how is the success of cooperation at all-day schools assessed from the subjective perspective of various cooperation partners?

The results of the research project will be used to draw conclusions about the conditions for success and failure of co-operation at all-day schools and for the implementation, realisation and further development of all-day programmes.

The research project is part of the joint project "Professional co-operation between different professional cultures at all-day schools" as sub-project 3. The joint project is being carried out jointly by the University of Potsdam and the University of Halle-Wittenberg (Prof Dr Thomas Olk). Sub-project 3 will use qualitative surveys in the state of Lower Saxony to crystallise a) the educational ideas and understanding of those involved in all-day education, b) the concrete development and coordination of all-day educational provision and c) the educational success of the co-operation from the perspective of those involved in all-day education. At the centre of the research interest is the participation and value formation of disadvantaged young people. By focussing the research project on rural regions, the special features of participation and value formation in rural areas of Brandenburg are to be adequately taken into account and the specifics, potentials and challenges there are to be crystallised, not least in view of demographic change and its effects on rural areas. To this end, following a state-wide survey, an in-depth analysis is planned in two to three selected rural regions. The diversity and dynamics in the area of co-operation between schools and youth welfare services described in the specialist literature and the current changes in the state of Brandenburg formed the starting point for the research project on the co-operation models of youth welfare services and schools. The research project pursued the following four objectives using a qualitative approach:
Firstly, the cooperation models implemented or aimed for between schools and youth welfare services in selected districts or municipalities in the state of Brandenburg were to be recorded, including the associated objectives.

The scientific evaluation related to the teaching and learning concept Service Learning, which has been used by a volunteer agency at schools in the state of Saxony-Anhalt since 2003 as part of the DKJS-funded programme. The aim of the evaluation was to analyse the experiences of the various participants using qualitative participatory survey instruments and procedures. In addition, findings were to be generated that related to the achievement of objectives, the effects and the cooperation interfaces of the programme and thus made an overall assessment possible in the first place. Using the data collected and the analysis of the "Service Learning - Schule gestaltet Gemeinwesen" programme, conclusions were formulated for the implementation of the programme and the promotion of civic engagement in schools.

In view of the ongoing nationwide debate on the reform of teacher training, the first aim of the research project was to identify the strengths and weaknesses of the second phase of teacher training (preparatory service) in the state of Brandenburg from the perspective of teacher candidates, seminar leaders, training teachers and head teachers.
