Statutes of the University Group of Foreign Students (HGAS)
§ 34 Membership, Responsibilities and Sub-bodies of the HGAS
(1) The HGAS comprises all international students who have been enrolled at the University of Oldenburg.
(2) Within the framework of the HGAS, international students manage their own affairs independently.
(3) The AStA supports the HGAS in carrying out its duties.
(4) The HGAS is funded from the student union fees paid by its members.
(5) The HGAS manages the budget allocation assigned to it (for international students) independently.
(6) The sub-bodies of the HGAS are
1. the General Assembly of International Students (VV),
2. the General Meeting of Members (MV),
3. the representatives of international students (ASV).
§ 35 The General Assembly of International Students (VV): Responsibilities, Election and Procedural Principles
(1) The General Assembly of International Students (VV) serves to provide information and facilitate political decision-making on all matters specific to international students. It may make recommendations to the bodies of the Student Union.
(2) Once a year, the VV elects the five representatives of international students (ASV) by a relative majority of those present. The election takes place by free, equal and secret ballot, with each member able to vote for up to five candidates. Each member must be invited in writing 14 days in advance to this General Assembly at which the ASV is elected.
(3) The General Assembly must be convened
1. on the proposal of at least 10 per cent of the international students who are enrolled at Carl von Ossietzky University,
2. at the proposal of the General Assembly,
3. on the proposal of the representatives.
(4) The General Assembly shall be convened and chaired by at least one representative.
(5) The Executive Committee passes resolutions by a simple majority of the votes cast by the international students present. All members of the HGAS are entitled to vote in the Executive Committee.
§ 36 The General Assembly (GA)
(1) The General Assembly (GA) consists of all interested members of the HGAS.
(2) The General Assembly of Members deliberates on matters specific to international students. Furthermore, issues relating to the day-to-day business of the HGAS are discussed.
(3) Every member has the right to table motions and the right to vote at the General Assembly.
(4) The General Assembly makes recommendations by a simple majority of the votes cast by the members present.
(5) The GM meets every two weeks during the academic term. During the non-term period, the arrangements agreed upon at the GM shall apply in this regard.
§ 37 Representatives of International Students (ASV)
(1) The representatives are responsible for the day-to-day business of the HGAS.
(2) The representatives work on the basis of the General Assembly’s recommendations.
(3) The representatives shall propose to the Stupa, from among their number, a finance officer responsible for the budget heading ‘international students’, who shall be confirmed by the Stupa and appointed in writing. Confirmation of the finance officer may only be refused on compelling grounds and with a written justification. In this case, the decision on the election of a finance officer is referred back to the representatives of the HGAS.
(4) The representatives shall be elected at the end of the winter semester’s term of office at the General Assembly (VV), each for a one-year term of office. Section 6(2) shall apply mutatis mutandis.
§ 38 Rules of Procedure of the HGAS
The HGAS may adopt its own rules of procedure.
