§ Section 34 Membership, tasks, sub-organs of the HGAS

(1) The HGAS consists of all enrolled international students of the University of Oldenburg.

(2) Within the framework of the HGAS, international students organise their own affairs.

(3) The HGAS is supported by the AStA in carrying out its tasks.

(4) The HGAS is endowed to the amount of the student body fees of its members.

(5) The HGAS shall implement the budget item allocated to it (foreign students) independently.

(6) Sub-organs of the HGAS are

1. the General Assembly of Foreign Students (VV),

2. the General Assembly (MV),

3. the representatives of the foreign students (ASV).

§ 35 The General Assembly of Foreign Students (VV) Tasks, election and procedural principles

(1) The General Assembly of Foreign Students serves to provide information and form political opinions on all matters relating to foreign students. It can make recommendations to the bodies of the student body.

(2) Once a year, the General Assembly elects the five representatives of foreign students (ASV) by a relative majority of those present. The election takes place in a free, equal and secret ballot, whereby each member can vote for up to five candidates. Every member must be invited in writing 14 days in advance to this AGM, at which the ASV is elected.

(3) The AGM must be convened

1. at the proposal of at least 10% of the foreign students enrolled at Carl von Ossietzky University,

2. at the proposal of the General Assembly,

3. at the proposal of the representatives.

(4) The General Assembly shall be convened and chaired by at least one representative.

(5) The GA passes resolutions by a simple majority of the votes of the foreign students present. All members of the HGAS are entitled to vote in the AGM.

§ 36 The General Assembly (GA)

(1) The MV consists of all interested members of the HGAS.

(2) The MV deliberates on matters specific to foreigners. Furthermore, questions concerning the current business of the HGAS are discussed.

(3) Every member has the right to propose motions and vote in the MV.

(4) The GM makes recommendations by a simple majority of the votes of the members present.

(5) The GM shall meet every fortnight during the event period. The agreements made at the GA shall apply to the event-free period.

§ 37 The representatives of the foreign students (ASV)

(1) The representatives are responsible for the day-to-day business of the HGAS.

(2) The representatives work on the basis of the recommendations of the GA.

(3) The representatives propose to the Stupa from among their number a financial representative responsible for the budget item "foreign students", who is confirmed and commissioned in writing by the Stupa. The confirmation of the financial officer can only be rejected for compelling reasons and with written justification. In this case, the decision on the election of a financial representative is referred back to the HGAS representatives.

(4) The representatives are elected for a one-year term of office at the end of the event period of the winter semester in the AGM. § Section 6 (2) applies accordingly.

§ 38 Rules of procedure of the HGAS

The HGAS may adopt its own rules of procedure.
