Simple
I place the ruler at the top left.
I measure on the SHORT side.
I make a dot at 4.9 cm.

Measure 4.9 cm from the short side.
Mark the measured number
with a dot.

Heavy
The steel ruler is now placed on the left SHORT side of the cardboard.
Measure 4.9 cm from the top and mark the point with the black pen.
