Vlad Răzvan Baciu erwarb einen Doktortitel der Musik im Fachbereich Komposition (2016) an der Nationalen Musikuniversität Bukarest unter der Betreuung von Prof. Dr. DHC Dan Dediu. An der Nationalen Musikuniversität Bukarest absolvierte er auch das Masterstudium im Fach Orchesterdirigieren (2015) unter der Betreuung des Maestro Horia Andreescu sowie das Masterstudium im Fach Komposition (2013) unter der Betreuung des Maestro Dan Dediu. Mit 15 wurde er am Katerina Maska Konservatorium in Athen aufgenommen, wo er Klavierinterpretation studierte und sein Studium mit dem Titel arista pampfisi abschloss. Im Laufe seines Studiums erhielt er zahlreiche nationale und internationale Stipendien in Deutschland, den Niederlanden, Estland, Griechenland und Bulgarien. Vor kurzem wurde er mit dem angesehenen Fulbright-Stipendium an der Universität Indiana, USA, ausgezeichnet.

Er dirigierte das Nationale Symphonieorchester des Rundfunks der Republik Moldawien aus Kischinau, das Orchester und die Big Band der Carl von Ossietzky Universität Oldenburg in Deutschland, das Orchester der Nationalen Musikuniversität Bukarest, das Ensemble SonoMania, den Chor HEART-CORE sowie das Orchester OXIGEN, das Vlad R. Baciu selbst gründete. Aus Anlass der Olympischen Spiele in Griechenland bereitete er den AMADEUS-Kammerchor vor und leitete ihn. Das Konzert wurde von der BBC übertragen. Seine Werke wurden von jungen Virtuosen und renommierten Ensembles interpretiert, unter anderem von dem Sinfonieorchester der Philharmoniker aus Bacău, dem Chor der Philharmoniker aus Craiova, dem Chor Astra, dem Ensemble Profil, dem Ensemble SonoMania, dem Ensemble Fractales usw.

Sein Werk CARMIN für Kammerorchester wurde in das Musikarchiv des Rumänischen Rundfunks aufgenommen. Sein sinfonisches Jammerlied THE CRY OF THE KOGAIONON für Big Band und sinfonisches Orchester, zum Andenken an König Michael I. von Rumänien, wurde mit dem 1. Preis bei dem Internationalen Kompositionswettbewerb der Carl von Ossietzky Universität Oldenburg ausgezeichnet. Er komponierte die Hymne der Akademie für Wirtschaftswissenschaften Bukarest. Er nahm an nationalen und internationalen Wettbewerben für Komposition, Klavier und Malerei teil, im Rahmen derer ihm zahlreiche Auszeichnungen und Preise verliehen wurden. Seit 2010 ist er Vorsitzender der Kulturvereinigung HEART-CORE, die sich in verschiedenen Kulturprojekten mit Schwerpunkt auf der Förderung zeitgenössischer Musik engagiert.
